Literally, it means:   "Season-changing winds/ (will?) run (or "running") along the streets (or "paths")/ forever (or "all the way")."   Basically, there is no definite connection given between "season-changing winds" and "running along path/street," so one interpretation is that the "season-changing winds" are what is "running along the path/street."   Another possible interpretation is that "season-changing winds" modifies "path," making it "path of the season-changing winds."   In that case, it is implied that the singer is the one running along the path (of the season-changing winds).
